How do I free the Ostrogothic Queen in the last Roman?

I did it, just wasn't doing it in the right region.

depends on what you do. I took africa first. I wonder if she wanted me the city though. now that'd be too much trouble to break the expedition

all you have to do is raid for a turn and its done
