What does "Province to each Region" mean?

I started a campaign as the newly added Garmantians, and noticed some of their buildings' effects say (Province to each Region) in the tooltip. I have never seen this before with any other factions I have played. I hope someone here has an answer for me; I worry the success of my campaign could depend on it. :(

was wondering the same thing and just now checked the watermill and tradecity bonus thing.. think they just added a tooltip to help "explain" that certain buildings build in a province, provides benifits to the intire region. so works the same as before, would be my guess. just with a new tooltip for somewhat clarity.

It was added to clarify that certain buildings provide bonuses for the entire province. Obviously it failed yet again.
