Royal Court - Option to build Not Available
I'm playing a very late game as WRE, but I can not build the 5th tier Royal Court (which is a Victory condition), even though I have all necessary previous tier buildings completed and I have all required technology researched.

I've read over the requirenents multiple times and checked the wikis for any additional information, with out any joy.

Is this a bug you have encountered or is there something I am missing?

Yeah but I've been... oooohhhh, and I just realise my WRE capitol is Mediolanum and not Roma :rfacepalm:

Yeah they moved it around a bunch. Ravenna was capital before they decided on Mediolanum.

P. S. They as in, the Romans. Not Creative Assembly.

Rome wasn't Built in a Day, and all that... I just assumed Rome would be WRE capitol. Plus the wikis and Fandom pages are a little lacking in places.

Oh well, as I try to mop up the rest of the campaign map, the Middle East is putting up some solid resistance, so my Capitol faux pas hasn't interfered too much in going for the Divine Triumph.
