The last roman expedition economy
So I am playing as the roman expedition, and the emperor jusy sent me a new full stack of army. It almost costs no upkeeps but I heard in 10 turns Justinian won't be paying my bills.

The problem is that I find it impossible to maintain that stack in a few turns. Now i have two starting stacks with 15 units on each, and my per turn income is about $1500 with both encamped. The new stack has no buildings at all.

So what do I do with it? To send it on a suicide mission in hope to weaken enemies or to try to build it up and cut down units later?

use the troops while their free, but still camp for population and build up the econ buildings, with the expedition trait theres no reason to not camp, when Justinian stops paying for it do a relocation and move it to safe empire territory and keep it in camp mode to build up buildings and money with low/no troops, it will help support your main stacks econ until its built up enough to sustain another fullstack

you dont want to disband or lose any armys at all because they still function like nomadic settlements and generate income, and the campain throws enough free ones at you to make it unessecary to manualy make new ones, and replacing them would be a pain, so suicide missions would be bad too.

just mantain the troops you can afford with your income, and if upkeep becomes a problem cut down the troops in a stack and go econ camping with it.

Yeah, I kinda figured that developing early free stacks is better coz I will eventually have to build more than two armies.

Just delete some of the stacks. You need multiple stacks but they hit you with too many at nce.

Do exactly as Soladept said. No cuicide missions but use them as much as possible while they're free (force match them to the frontlines) and slowly build them up (start with food tents). And don't forget to camp with all your armies at the end of each turn (no movement points needed). Once they start costing upkeep disband all expensive units (keep a couple support units so the horde won't disappear if the general's unit gets killed) and have them perma-camp at a safe location.

yeah I am keeping all the free stacks. I don't have to waste 6 population on new generals now.
shame the way the horde works, as you cannot recruit the low loyalty generals and send them to enemies.
