I looked at it, its a compromise for sure but its 3000 the same price point,Eventually I will need a statue in every capital city, its just such a waste of money to try and band aid PO bleed. I right back where I started might aswell go t2 capitol and play into that investment trap.
I looking at double fountain spam you get 150 then 300 aleast there;s some return its cheaper aswell being 2500 with resorvior combo its a ton of sanitation but thats +4 PO at a base line and I can upgrade them for more PO and income. push out T2 capitol upgrade further into the game.
Then there's double baptistry + reservoir -250 upkeep for starters though, probably means, I only be able to have like 6-7-8 stacks
It appears your forced into kind of forum + capitol(since they actually give a return and + 6 public order, the lvl2 upgrades on both essentially set you back so much) as a follow up for Public order(because building buildings and upgrades give - public order) you then need double fountain or fountain + baptistry, or perhaps double baptistry if you have enough space for waterworks(converting to your religion faster means more public order in the long term so baptistry and chapel have long term prospects atleat). Income is very good on sheep and cattle, thats my go to for income but its also subject to climate change, wondering if trade ports are better.(initial startup cost compared to long term income prospects)

I think the issue is just Public order really, If I was in charge of doing some tweaking, I would probably just remove the public order difficulty setting on higher difficulties, I just don't think its necessary, considering the long list of minus public order modifiers which the player can get (in the early game two base fountains only have + 2 public order and it also cancels out two baptistry and you must pay 100 upkeep for the pleasure of having the difficulty setting cancelled out).
