How to Edict?

It keeps saying i can issue an edict but i dont know how...

Click on the town and you'll see a round button to the far, lower left.

When you click this button, you'll get a drop down list of the different edict choices.

Hover over each one to see what they do.

But first, you need to appoint a governor. You only can issue edicts in provinces with governors.

Go into your Family Menu (The large round button in the center-bottom of your Interface) and on the right-hand side, the 2nd tab will be your list of Governor slots.

From there, either select a Noble, or Family member, and then select the province you wish to have them govern.

Once governed, close that menu, and in the bottom, to the left (when you click on any settlement from the province) you can then choose between your faction's available edicts.
