I'm the community manager of RoM and thought I'd explain this.
Recently we received a message from Creative Assembly asking us to take Rise of Mordor (and other various mods) down from Steam Workshop. This is due to the fact that “mods based entirely off of another Intellectual Property are against the Terms of Service”.
Because of that we decided to remove Rise of Mordor from the Steam Workshop but it's still available to download via ModDB!
So if you still want to install it you can go to ModDB and search "Rise of Mordor" or just use the link below!
