How do i raise the 4th army as the Huns?
How many population surplus do i need to raise the 4th army?

it should tell you somewhere when you try. I haven;t; been a horde in a while but if it lets you get to the screen where you choose a general perhaps the top right corner? not sure

not sure is you need it, vut you go into setlement mode (or what ever it called) and press rise army.
