The ERE's faction trait of: +5% interest on treasury at end of turn is what is going to allow you rebuild your empire and create doom stacks from Aegyptus.
The faction trait will allow you to make 5K with 100'000 in your treasury; but it's entirely possible to make 10K on interest alone, within several turns of the campaign.
Giving up everything will mean having to retake it all from more powerful enemies.
Just keep a couple of navies to protect Anatolia
Where as the ERE, I didn't abandon the settlements, I simply let them fall by fighting out the battle to wear down the enemies. Within 14 turns (not even 4 years in-game) was pushing two stacks of the best recruits I could afford into Sassanid territory.
Just let rebellion happen. When people go to rebellion, you get positive PO. With romans, its pretty easy to defend
