One thing that I noticed, was that raiding makes almost no money - for example when your faction is a horde, 90% of the time, it was more profitable (and less dangerous) to go into encampment mode. Either the rate you pilfer from enemy lands was too low, or raiding failed to generate sufficient funds.
One way I think they could have easily solved this, was to make upkeep free for raiding armies, and justify this by saying the men are paid in what they have looted. Because, later in the game, when one army can cost 3-5K per turn, the raiding income of 773 (just an example) hardly puts a dent into even the upkeep of that army, let alone filling your coffers.
