Age of Charlemagne expansion: has imperium calculation changed?

I have played geats in standard campaign and loved it. But I now control most of map, yet my imperium is stuck at 10 armies max. I know imperium is a goal in age of Charlemagne, has the calculation been adjusted? How do you increase it anyway?

The level of empire grows in two ways:
1st Growth annexing other territories
2º Through the technologies researched.
