Armored militia vs hardened desert people.
Roman infantry do not have charge bonuses so when you play as Rome you need to blunt the initial charges before sending in your good troops.
I hate total war -> let's get warhammer. Lol. I don't think that game is more balanced then this.
A general rule in total war is that sword,club etc units beat spearmen. Spearmen are best used against cav.
You should try mods, there are lots of them that change unit strength and balancing etc.
I think that the romans are okay. Limitani (or what they are called) weren't elite soldiers or really capable of fighting in the field.
In this period or the WRE, the Roman army wasnt really Roman at all, it was comprised mostly of barbarians and foriegn mercenaries (which you can see when you look at the soldiers in-game), which meant legendary Roman discipline of the past was long gone. Equipment standardization was nearly non-existent, and the equipment that was produced was of terrible quality compared to that given to the shining segmentata clad legions of the past.
Political in-fighting and cronyism lead to woefully inadequate leaders being given command positions, and even then their loyalties shifted freuquently. A drop off in trade and ability to collect taxes meant that often the soldier went unpaid, leading to a further drop in discipline, loyalty and quality of troops. I think you would find some documentaries on this period of the WRE quite interesting. I only write this to help soothe your anger, so that you dont think CA was being arbitrarily difficult in the campaign design (not that thats something they wouldn't do).
If you need to use those sword units, let them throw all those javelins at the backs of their enemies, then charge. Thats how they get the kills.
Exactly. Make sure to put them in defensive testudo, that will prolong their time before routing, and you will have to position them manually so that there isnt even a tiny gap between them. I too crave the killer Roman forces from Rome 1 and 2, its frustrating to be playing as Rome and have to deal with lousy forces. I miss hacking my way through barbarians and desert dogs.
Edit: I dont know if you already do this, but I also place my scout so that they are close, but to the side of the enemy deployment zone, so that they pass by them to meet my forces, and once engaged, I hit their skirmishers from the rear while my cohors and other sword units flank their infantry. That way both their skirmishers and infantry are hit from behind, its a sure way to rout the enemy quickly.
Crossbows would probably be better for this as they're the WRE's speciality.

Demolish all the buildings in Brittania Inferior and Pannonia, and leave them to the enemy. Italy and Spain are good choices to save. If you can hang on To Belgica I would try, but you can get by without it.
