It's funny you mention this because I was playing Franks last week and had Frankish Separatists, and my balance of power and character loyalty was all good.
So I didn't have any characters rebel or anything like that: it happened after Flevum was sacked by my enemies and public order went crashing through the floor. The rebels that subsequently spawned were Frankish Separatists, and I got an event message that "civil war" had broken out. Again, all characters remained loyal and I wasn't bankrupt or anything like that.
I also had rebels spawn later at another region, and even though this region was my new capital, they weren't separatists, just regular rebels. So I guess it happens when you get rebels around the faction "homeland."
Only way to stop this then seems to be to keep public order decent in the home area.
Separatists for some reason have more movement points per turn. If I switch to marching stance, I can 't attack, and in normal stance I can't get to them. I can't go on with playing my campaign, because if my 2 largest armies proceed to other provinces, they'll stop running away and will go to terrorizing my towns.
How do I deal with Separatists? I also can't make a peace treaty with them, altough other Separatists (of my allies) offered peace themselves and even paid for it on my demand.
Question #2: how do I maintain public order in province, where I have only one settlement (hence not enough building slots for town hall or smth., and also slow population growth, even with edict).
Anyways, I finally got rid of lurking Separatists and ended the Civil War, however it costed me many turns, I had to raise the third army just to surround separatists. Even that was not enough, so luckily I had previously called in Allies, to the Call to Arms of whom I replied many times, and their ruler personally destroyed 2 or 3 separatist armies, including the last one.
