Report a translation problem
I noticed that you somehow ended up with 15 stat points to distribute. I thought there were only 12... (10 from level-ups, 1 from the deluxe tome, and 1 from the quest). Where did you manage to get 3 more stat points?

Regarding your question:
When I leveled to 20 I got 14 attribute points to distribute and +1 to charisma from the OC.
I don't have the deluxe tome by the way.
It's denfinetly more than 10 points from level ups.
EDIT: I just created a new toon and power leveled him from scratch to lvl 20 to verify this:
attribute point distribution: (character level 1-20)
character lvl 04 + 2 attribute points
character lvl 06 + 2 attribute points
character lvl 08 + 2 attribute points
character lvl 12 + 2 attribute points
character lvl 14 + 2 attribute points
character lvl 16 + 2 attribute points
character lvl 19 + 2 attribute points
------------
14 attribute points in total from level ups.
The attribute system is super awkward but as shown above this is how it exactly works.

Wow! That's nuts. When I tried leveling my wizard, he only got +2 points at each of those levels. And for level 4, it was always a +2. Weird system they have going. Thanks for checking, though!
When you asked I wasn't sure myself so I had to verify it. I don't want to assume how things work and give people wrong information by accident.
It is indeed a confusing system and I wouldn't have believed it if I hadn't checked it out after every single level up. Glad I wrote things down now.
Yes, it is rather strange. Now that I think about it, I remember seeing other people mention during the headstart that you end up with 14 attribute points at level 20. I will double check my game later today to see if I'm having some sort of problem that's causing me to only end up with 10.
If you can remember how you distributed your attribute points at character creation it should be a simple task, but in case you forgot it might get confusing. Good luck! :)
Ack, sorry about all this! I finally found the answer to my question. I was missing a crucial piece of information all this time: The 5e Player's Handbook.
If you have access to it, it explains pretty much everything. Certain classes gain more attribute points than others as they level up. They just do. I've been used to playing 3e and Pathfinder for a long time, where all classes would get the same number of points, so this threw me off. You are correct in that Fighters do indeed end up with 14 points by level 20, while Wizards only end up with 10. SCL is following these advancement tables perfectly.
I must point out that you have an error in your table. It should go like this:
lvl 04 + 2 points
lvl 06 + 2 points
lvl 08 + 2 points
lvl 12 + 2 points
lvl 14 + 2 points
lvl 16 + 2 points
lvl 19 + 2 points
