Does downloading modules still work?

I tried to download some moduels, but get stuck in the "Downloading Module" screen after i pressed download on a chosen module. Is this a problem on my end or does this take a lot of time or is this a server problem?

Start game in public mode (not friends only or solo). This fixed downloading modules for me. There is no download bar but it always gets it done if in public mode. After download you can go back and switch to any visibility you like.
