Why does the game now ask me to agree to the Unreal Engine Development Kit agreement?

Why does the game now ask me to agree to the Unreal Engine Development Kit agreement?
I am not a developer, I am not developing the game. It seems like they just a generic unreal agreement instead of a proper liscense agreement.

Toxikk was developed and released under the "UDK" (aka Unreal Development Kit, based on UE3) license.

As the prerequisites for the game are installed, it also installs run-time components of UDK, hence asking you to agree to have it installed.

This is standard for UDK based games.
