When you press play, it should ask you if you want to start Empire at War: Gold Edition, or Empire at War: Forces of Corruption.
Still possibly worth noting
Delete the mainn directory of the game, uninstall via the Steam library, then reinstall.

It does not make sense unless you understand the context. FoC is indeed listed as "DLC" for "Empire at War Gold" which in itself is a false statement since Empire at War Gold was a game *pack* containing TWO games (EaW and FoC). Since it is listed as DLC however, using the shortcut on the desktop will not launch FoC because Steam thinks you are launching the base game "Empire at War Gold" which actually isn't the name of the game. Anyway, due to the fact that FoC is DLC on Steam, you cannot launch it using ANY shortcuts that have not been properly directed to FoC's url (not quite sure how Steam runs games through there servers, but I know it has something to do with game id urls) as Steam thinks you need to launch EaW Gold to play the DLC - this means that the only way without a few unofficial launcher apps that have been created to play FoC is to run the game from your library. I am almost certain that OP could have ran the game just fine if he had done that in the first place...
