I think it's the second party the King of Dogs was talking to in the transient location since they were both on good terms and in the know but I have no clue who that might be
There's probably people with a way more fundamental understanding of the plot than I do, but I'll give my two cents; I suppose.
To me it seemed that the implication was that everything that had happened in the game was a cycle. That this song-and-dance that had happened here has happened plenty of times. I believe our main character (lets just call her Pompy, for now), was probably created in the Seedbed for the explicit purpose of being a vessel for Venus. That being said, I stick to the personal conclusion that Pompy was at least; at some point, a real individual person.
I think her onset Schizophrenia, and ergo the cascade into building the psychopomp, was all "divinely" inspired. As in either designed or afflicted, on purpose so that Pompy would be deluded into building the machine, by Venus. So when she built this machine she thought would give her insight into lies, just showed her the "true" nature of the world instead, lending us to the events of the game and eventually the ascension.
From what little we get in the intro, I imagine she was just a normal girl. So I dunno how she ended up where she was considering they imply she was hatched from that cocoon from "starting point". The timeline seems hazy as to all the events. And even what events were accidental or purposeful.
The game (probably purposely) truly captures being stuck in a conspiracy. I have no idea where most of these points start, end, or tie to what. I'd come up with more if I had a better grip of what separates the two Earths, and what humans are doing this entire time in this cycle. Cause it seemed life was pretty normal prior to the Psychopomp being built, and the Thrails mention eating refuse like discarded hamburgers, and seeing a human get hit by a car. But it is clear humans have little to no part in this "conspiracy".
I do see her becoming a vessel afterwards likely - in the seedbed she was described as an imitation, so it could be she was an "empty" person for a while in order to grow.
The "starting point" is interesting. It could be a cocoon of her other earlier incarnation? May be something she discovered while "sleeping" that awoke her? May be a place someone PUT her into to awake?
And for the last point - this is what I absolutely love about the lore of such type of games. It really tickles my tism to find out more about it.
I thought about the cocoon myself, I see one of three options.
1. Pompy was "Hatched" there. But I dunno why. Considering the other humans we see in the catacombs appear in the seedpod and they are just growing like usual. We even get the "imitation" pompy there.
2. The Queen was hatched there. This is the more logical conclusion, in terms of literalism. But that would maybe imply the Queen took over Pompy later. And had at least had some physical form that wasn't Pompy. Not impossible, but not likely either
3. That the cocoon was used to hide/shield Pompy from the others. So that she would be protected. I subscribe to this personally, as it seems what we presume is Venus crashing the meeting at the end to be a genuine surprise. Perhaps the others, like the Dogs didn't expect Pompy to ascend so quickly or at all? The tutorial dog is aware of her sure, and we have the orb-communication stuff. But it seems to me Pompy was some sort of "hidden factor" that isn't fully explained.
The depicted persons are very obviously NOT King Mercury and Queen Venus, they depict the dog and his 3 friends who can be seen when playing the epilogue, trying to convince the King to fight the Queen. The poem is very much in line with the talk the dog has over the sphere-communication-system and what is heard in the natural museum about wanting to have "fun" and "more toys". The family of four probably very much represents the Caldman Four, who appeared in the solar system one day as an interstellar phenomenon. They play with sentient species and accidentally "break" them when having to much fun. Humans were a funny species, but went extinct. The thrives came next, but were boring to the Four, so they tried to recreate the more fun humans as clay figures, but they only manage to create shallow copies. Their entire plan consists of manipulating the King and Queen to form new sentient life for them to play with.

The psychopomp is a distraction. It works at 0% efficiency, as one of the NPCs in the "Home"-level states. It likely isn't doing anything, or at least not anymore.
Venus and Mercury are refered to as gods by notes and the tribes-people because thats exactly what they are: Supernatural beings, probably brainwashed to "create new toys" to "the Four" whenever they break their old ones.
Because real humans went extinct long ago, and their replacements are just clay-people. Whatever conclusion we may draw out of it, the secret ending you unlock by getting all the emerald keys hint that the solar system as we know it doesn't exist anymore, save for Venus and Mercur.
I don't think tis a cycle actually, or at minimum there was a cycle and its been broken.
There are four elemnts i am looking at here. The large translucent thing we see in one realm, the chrysails, the note in the sewers, and the ending song that plays when you finish the game.
The song talks about how the singer learned of someone on the national news, and was instructed to murder and dismember them. going into vague details of how the body parts were used, and that the rest were dsicarded ,'hid the rest in my closet'.
while its 'pompy' that sings it, it is in a man's voice. Considering there is a lot of references to the body parts and viscera in the game, its likely what happened to the 'queen of venus'. the cosnpiracy incited the king to kill his queen.
There are two other elements though. one is the shedded translucent body, and one is the chrysalis. i think it came in this order.
The translucent body was Pompy's original form, that she shed to interact with the earth. She ended up known by everyone, and for some reason, a strange disease spread from her presence. The exact reason for this is unknown, maybe she was angered by what she saw and was blighting them, or maybe she was framed.
The chrysalis though i feel proves that she isn't from the seedbed. My guess 'hide what's left in my closet' formed a chryasalis. she is a god, she is immortal though her material form can be damaged and destroyed, she can't be fully killed. However after her revival she was weak, young again, had to take time.
Let us presume that the severed smiling head we see in the into was one of the parts the conspiracy utilized. Perhaps they used it to influence pompy and her memory, repress her and make her think 'she's happy'. Could be its used to influence a lot of people in this world. 'put your brains into phones'.
they intended on processing her when she was fully grown, to extract moer power. maybe this has happened several times, maybe this was their first go at it. AGain, she is immortal.
however she grew paranoid as the influenced weakened, as she grew stronger.
Basically the psychopomp helmet is in reality a tin foil hat that protected her from that influence and opened her eyes...... 'her third eye' especially.
Question is......... why.
My guess that the dog and the girl betrayed the mother and father. they were bored and so sowed chaos and discor between them and empowered a third party, the conspiracy. but, they grew bored of the conspiracy too, and now want to incite another fight between them.
the king is thequestion though. he doesn't seem to be wearing a helmet but its possible he wasn't processed. he is missing his face as it turns out. ikts possible that during the struggle that his face was torn off by pompy.
considering the thraits are in fact still alive, i think it was a deception to influence the current world. there may well be humans left........ true humans..... humans with the third orifice. humans with a Third Eye.
the ending song i think implies heavily what happened. said it in a more recent one but the gyst is something incited the king to attack the queen and murder her and dismember her immrotal body. its possible the fraek yhead we see in the opening credits, attached to the device, shows this.
