let me repeat that, "ON EARTH" OP is implying he haven’t find any Japanese version not on steam, but everywhere which obviously isn’t true,
but seeing OP profile, OP is probably IP block from its government to visit American website like amazon or ebay without proxy or vpn, I do felt sorry for him.
He obviously meant "why on earth".

There are some American games on Steam I can buy where it can be installed with the Japanese language (here in Japan). And it is strange to me that a Japanse title cannot.

I dont mind waiting for some titles such as Fallout 3 which arrives with the Japanese option (or set as Japanese) late in December this year.
We could buy the English version now, but some of my family prefer Japanese as their first language. Patience, yet again.
Some Games with Japanese titles, I have been waiting for five years on Steam (Total War: Shogun is an older example), which are only available outside Japan on Steam, or are region locked for some mad reason. There are many such titles that are prevented from being sold here; but I digress.
Some (American-orientated) games we are invited to pay extra to have it in Japanese here; not many, but its the only country I know of where Steam charges extra cash for a title in another language.
That aside, is the japanese text license price that high? Sekai project hasn't published any VN with the original language (with the exception of some like Nekopara)
I can see some people from the japanese community making "nihongo-ka patches", like they were forced to do with Neptunia.
There always going to be someone who misinterpreted our intention,

Concerning Japanese text license, from my view some company don't want their games to be translated aiming only local market (japan)
(even at comiket got some seller won’t sell to non-Japanese people),
sometimes the situation is oblivious of outside market, like Key's didn’t notice, how big hit their IP was internationally knowing only after sekai informed them and the Kickstarter support,
if not keys won’t be releasing it’s IP internationally anytime soon without that information.
but they did end up removing ♥♥♥♥ text thinking international market didn’t need them,
don’t know if that relate to Japanese text but it's close enough.
