Does ore rock respawn?
I am assuming ore rock re spawns. If so, what is the timing?

No. You collect rock from the surface and it doesn't respawn. It's a very easy source but once it's gone it's gone.

The game relies on you mining when you want lots of metal. There's a great deal of metal ore underground. You just have to find it, which is sometimes not easy, and other times requires you to dig a long way below the surface. In late-game you can build a metal detector that tells you which direction to dig in.

What about Arctic ans Savina? They eventually empty?
as Pesky said, the high amounts of ore are underground.
enter the wormhole caves and spelunk your way.
you'll find lots of ore just on the cave walls without a need of aimlessly digging.
You have to go to the arctic and savannah for aluminum and gold. while your there get as much as you possibly can unless your going to go back allot.

None of the resources in the game respawn automatically (except animals, if you consider them a "resource") ^^ But the world basically consists of an infinite amount of islands, so it's impossible to run out of certain resources at some point... but even a single island typically provides more than enough resources (as mentioned by others, most ores are underground) :)
