Minimum requirements to play, can this run it?
hi, a friend bought a cheap laptop, lol... so his specs are this,

Intel (r) Pentium (r) CPU b950 @ 2.10GHz (2CPUs),-2.1GHz

4gb ram

Intel (r) HD graphics family 1760mb

Before he buys the game, will this be able to run it?

The minimum is;

Minimum:
OS: Windows 7 or higher

Processor: 2+ Cores, e.g. Intel Core i3

Memory: 3 GB RAM

Graphics: 1024 MB VRAM, OpenGL 2.1*, e.g. NVIDIA GT 120, Intel HD 4000

Network: Broadband Internet connection

Hard Drive: 1 GB available space

Additional Notes: Java 8 compatible operating system. *Not all 2.1 cards are supported, please contact our support if you are using a 2.1 graphics card.

I doubt your friend his graphics card can handle this game, let alone the cpu.
My bet is it won't work on his laptop. But he can try and if it doesnt work than refund the game.

As @Poedelini said, the game will most likely not run on his laptop unfortuantely =/ Biggest problem is the graphics card: The adapter of this CPU is similar to an HD 2000, but the game requires at least an HD 4000. Usually an HD 3000 also works (as long as the newest drivers are installed), but it provides poor performance, so even the game works on this graphics card, the performance would be even worse -> unplayable...

Your hardware is definitely capable of running the game smoothly :)
You only have to make sure that the latest graphics drivers are installed, since some old AMD drivers had problems with OpenGL, resulting in frequent crashes...
