Sulfer is pretty deep .
Yeah, Sulfur shall see spawning closer to surface, yet only in unexplored chunks. Once it's implemented you 100% must go to newer chunks to find them. I don't mind, as I won't really be using TNT as I need resources for everything. Even dirt is valuable for loam use.
You'll basically have to go slightly deeper than gold. -300 maybe, yet -400 or -500 is a safer bet. Just dig down straight to hell and you'll bump into it eventually. Once you do, start making strip mines, or whatever you do.
