Text chat wasn't removed from Enhanced, despite the widely spread claim that it was. In fact it wasn't implemented yet.
See the situation is, that Enhanced isn't a direct upgrade of Legacy, rather it is a port of E&E from consoles. It's evident from the files, "Update.cfl" specifically, where dataminers found this: "Textchat hasn't yet been added to Online on Gen9. It will come soon"
As you can see, they call it "Gen9", which isn't a term used for PC, it refers to current generation of consoles (PS5, Xbox Series X/S). R* basically took E&E and made some adjustments (slapped PC keybinds to it), then released it as Enhanced and called it a day.
If there was a plan to implement some sort of regulation, moderation, or censure, or whatever, then why doing this only on Enhanced? What about Legacy? There's still a lot of people playing the old version, but for some reason R* kept it intact? Makes a lot of sense, doesn't it? *sarcasm*
All Rockstar care about now is maxing the shareholder value of their stock market shares, games are just a byproduct of that goal now, so fully expect future entries to under deliver on their potential. Rockstar Games' days are now unfortunately numbered solely as a result of their own misguided greed.
Enjoy the great versions of the game that we already have, this is the best experience we will get to see this side of the next videogame industry collapse in the coming decade.

Imagine listening someone who screaming like crazy in full session . Or spamming some weird noises with mods .
One of your favourite things to do was getting instantly obliterated and called slurs as soon as you get in the way? Damn, I feel sorry for you.
Everyone can be muted in the menu, but yea, not the worst point against owning a mic/headset.
And to Zalzany
Another reason could be playing in night time, like not everyone is always online, if you're used to play with people from different parts of the world, it can lead to your part having night time, when others can join. Then imagine using a mic and fully enjoying the game while other people sleep (or try to) nearby.
There's a few more reasons against using a mic and just typing messages in text chat instead. It has nothing to do with the current age at all. Being 2025 doesn't mean every single person has to use or even own a mic/headset just because you do.
Some people flat out do not want to be on voice chat, ever. If you are a woman, the moment you start talking in voice chat you get a hundred pervy kids hitting on you and saying really stupid crap. They are literally not worth talking to. I'm not a woman but I've seen/heard it happen so many times, it's crazy. I want nothing to do with voice chat specifically because of the trolls present in every session. It's much easier to ignore a line of text than it is to ignore some jackasp screaming in my ear the moment I join the session.
Text chat is extremely basic and it would have been trivial for them to copy and paste that code into the console version they ported over to avoid removing the feature, but Rockstar decided it wasn't important enough. That's fine -- I decided their game is no longer important enough to be worth playing, and so did a lot of other people, hence the extremely crappy review scores it's been getting since it was released.
