how do i get athorization papers for the lower city elevater

im stuck, im not sure where to go or who to talk to

Talk to the leader of the hidden beks and you can trade your sith soldier armor for the papers. Cool glitch though if you equip the armor on Carth and then send him back to your hideout you won't lose the armor when you make the trade, Carth will still be wearing the armor when you put him back in your group. This is the only sith armor you get in the game so just a heads up if you like the way it looks

Interesting gliche but can't you also get sith armour later in the game, like much later. (it might just be my memory)
