This game is broken.

I have only played for roughly an hour and I have ran into so many issues. My character will not move after combat and nothing I found only helps and now I can't even get five steps into the Undercity before the game crashes. I am actually about to say ♥♥♥♥ it and get a refund. Can someone, for the love of god, direct me to some sort of unofficial patch or a line of code to shove into the game files?

Have you tried activating V-Sync? The WASD-bug seems to be related to issues with too high frame rate.

I am playing it without major issues right now on a fairly modern system (4080, i9) and V-Sync fixed most of the errors for me.

Edit the .ini file to whatever res you want ( width will be the higher number usually and height the opposite ) , lock the frame rate to 60 ( i believe the cap is 80/85 ) make sure v-sync is on, and disable all shadows ( regular and soft ) See if this helps, you will probably still get stuck sometimes after combat, especially in the beginning of the game. So just bind your quick-save and quick-load keys to something ( I used F9 and F10 ) save and then load and it will fix. Do this every time after the settings fix. I beat the game doing this. Let me know if this helps.

Quick save and Quick load works. But I agree its an annoying bug.
Also sometimes switching to another character and running around with them for a couple seconds unlocks all your characters.

The under city is a graphic problem involving the grass I think or shadows, the sudden lock up of character is a framerate issue, drop your frames to 60 fps and turn on V-sync like spartank said.
