It does. You just have to download adn replace the .exe file. I did it, it's not worth it at all. I just play the game in SD. the gameplay is worth it.
Use the program here: http://www.wsgf.org/article/star-wars-knights-old-republic
with the proper hud files copied into your override folder.
Before you use this you will have to download a different exe for your game meant for the retail version at http://www.gamecopyworld.com/games/pc_sw_knights_of_the_old_republic.shtml#Knights of the Old Republic v1.03 [ENGLISH] Fixed EXE
This is technically against the Steam ToS but you already paid for the game, it wasnt me Valve, I swear!

He hasn't finished all the game textures, but there is still a few planets worth to that look much better (Taris, Dantooine, Manaan). Just copy the Ultimate .2 version into your override folder. Just don't install the others on top of that because it will cause errors. I would normally save Manaan for last, but seeing as he states he finished retexturing it I'll go there first.
Here is a sound improvement for certain cutscenes, it sounds a lot better regardless of the lower resoltuion scenes. http://www.moddb.com/mods/kotor-cutscene-sound-improvement/downloads/kotor-cutscene-sound-improvement
It also helps the game's sound slightly if you increase the 2d and 3d sound channels in your game's .ini file. I have mine set to Number 3D Voices=57 and Number 2D Voices=64 which are settings found randomly online.

It does function properly. If people want after market stuff (mods) then that's entirely up to them.
