You can also try right clicking the game in your Steam library, then "Manage" and "Browse Local Files". On a PC that will open the right folder, where the ini file should be.

already done all the ♥♥♥♥, in completed it before and the game didn't create any of that stuff
Steam > Steamapps > Common > SWkotor
Inside this swkotor folder you will find a file called swkotor
It looks like a Notepad document but with a little gear on icon, denoting it is a configuration file. Depending on your Folder View settings within Windows, Windows will describe this file type as Configuration Settings. Maybe change folder view of game folder to "Detailed" so it will jump out at your more easily.
These are where your settings are stored and when people talk about modifying the .ini file or the config file, this is the file they are talking about.
Right-click on it, select Open With Notepad, then carefully do whatever changes or additions the instructions you're trying to follow say you should make.

i went in to SWkotor and litterally its just the game file "Knights of the Old Republic.app" and nothing else, i can go into package contents but nothing new there, iv been looking for something thats text relates to whats happening in game but so far found nothing
Also when you view your game's file folder, make sure you're trying to view All files, any hidden files etc.
It's in there.
Mac User: Yeah, but it seems focused on Windows PCs. I have a Mac. So I'm fine. That's a Windows problem. I'm invincible!
Windows User: I just upgraded my video card, hard drive to M.2 SSD, and added a new sound card with upgradeable OP-AMPs! Bet you can't do that with a Mac because it's all soldered in.
