How do I get into the undercity?

This is my 2nd playthrough (actually gave up on my first one because I didn't know what I was doing and didn't get too far) but I remember talking to the Sith guard by the elevator and him saying that only people with Sith uniforms, or papers could get in.. If I remember correctly Carth then spoke to me and said where we could get sith uniforms.. but that hasn't happened this time?

Explore the Upper City North Apartments.

Normally you start the uniform quest by chatting up the off duty sith in the cantina and get yourself invited to a party.

I did exactly that, and now I'm in the lower city tryna figure out wtaf I'm doing XD screw this game :(

Going to the North Apartments directly also allows you to come across a group of Sith harassing another alien who's a member of the Hidden Beks. Killing them and saving the alien yields the uniforms as well. Same location as the party, provided you didn't talk to the Sith in the bar first.
