How do I get the authorization papers to go to the lower city?

I looked it up and everyone keeps saying trade the uniform for them but I screwed up and let the Sith kill the alien I would have gotten the uniform from and then unintentionally threatened the sith and killed them. Since the game actually lets you do that I assume I can still get to the lower city without the uniform.

There's an off-duty Sith chick/ dude in the cantina that will invite you to a party if you flirt with them. You can steal uniforms there.

And once you're in the Lower City you hand over your uniform to a gang for the papers. Unless you have the restored content you should be fine with one uniform.

Unless you're using some mod or the game is bugged you should have access to it immediately.
