Personally I don't think soldier is a great class to hold back levels on, because their whole advantage is high attack and feat growth on levelling. You don't get any of that if you keep them at lvl 2. In fact, a scoundrel would get just as many elective feats, plus two bonus feats (scoundrel's luck and sneak attack I). A +2 defence bonus is always a good thing to have throughout the game. Scouts start with implant, which is a handy line of feats to get, so you'd actually be getting more feats going scout than soldier if you stay at lvl 2.
If you do go this route, I'd build a heavy-armor wearing consular. I'd beeline to Korriban for the sith-mask (regenerate FP, requires armor-proficiency: heavy). Invest in strength over dex, and with heavy armor (12 def), jedi sense, duelling (since you want single-sabre), you'll have lots of defence. Force-wave will probably be your go-to attack, so keep Mission around to rack up that sweet sneak-attack bonus. Insanity is a great pick even if you're LS, and stun droid is fine if you're LS. Make sure to spend on CON, since your HP growth will be low as a consular.
