2. I find the most effective tactic is to simply match them until they have used all their side cards. Only use your to either win or to avoid losing a hand. Once they are out of side cards they more often do not draw the cards they need to beat you.
3. Save scum. Save, play 2 hands, save if you win one or both or reload if you lose both.
Even against Suvam Tam at Yavin Station I win almost half the hands on average. By save scumming I do not take heavy losses so Pazaak is profitable for me, even without using mods such as "EZpazaak".
But seriously, there's many ways to consistently win at Pazaak. You just need to know when to End Turn and when to Stand. This depends on your side deck, and your opponent. If they're easier opponents and you're working with a beginning side deck, then you should End Turn up until your cards are up to about 13-14. At that point, you're taking a risk to go another turn, and you're taking another risk to use a side card to come close to 20 and then Stand. Play the odds, that's what dice rolls are all about.
Playing tougher opponents requires better side decks. Once you get a full side deck of +/- cards, your strategic options really open up. You can play higher odds to hit natural 20s (and you will, frequently) or you can play until you go over and use your cards to go back to 20. Against the toughest opponents, you'll need to get 20 almost every time, and no other number.
Don't just rely on odds; employ strategy as you're playing. Make your opponents waste his side deck before you spend yours. If you can tie with them after they spend a side card and you didn't have to, STAND!!! You've "won" that round because neither of you scored points, but they used up a card.
The disadvantage of starting first can be overcome if the other players gets higher cards than you. If they have to act and use up a side card before you do, you have the advantage to plan whether you should End Turn or Stand.
Apart from the fact that the game IS entirely down to dice rolls, it's hardly "rigged". I win so often at Pazaak that I just stop playing, because it's not challenging anymore. Stop complaining and git gud. That's all there is to it.
