Although it is possible to reach a higher tier and gain 100% success for hard options, that's not recommended because it requires a persuade of (1 * Level) + 6 (i.e. 7 at level 1, 26 at level 20), meaning you need at least 16 charisma.
Also, force persuade is useless unless you're a dark side character. The few force persuade options that don't give DSP you can do the same thing with regular persuade or just the right dialog choices.
