You can use programs like Xpadder, but they're clunky. Translating things like analog controls to a game that doesn't recognize that kind of input tends not to work well more often than not.
Not to mention the game's interface is mouse-focused, unlike the console interface. For instance, the action bar on the Xbox is easily navigated using the d-pad, but on PC it's in two different locations and meant to be used with either the mouse or the 1-7 keys on the keyboard.
Ultimately, I forced myself to get used to keyboard/mouse, and after playing up through Dantooine, I'm feeling pretty comfortable with it.
Where does it say it supports controllers on pc?
Why should it need to say that? It's an Xbox game designed around control pad play. My computer uses windows and I have an official Xbox controller for it. There's no good reason why our controllers shouldn't work. I have the same problem with Fable: TLC. These games are not meant to be played with mice and keyboards. I either find a fix so they will work, or I return the games for refund.
It's an older PC port. During that particular game generation, the gamepad formats we use now weren't in common usage yet, and as a result a lot of PC ports of console games lack support for gamepads or, in some cases, have archaic gamepad support that doesn't quite mesh with common gamepads. PC game compatibility with Xbox controllers didn't become a common thing until PCs started to become compatible with Xbox 360 gamepads--partway through the PS3/360 console generation. And it was only with Windows 8 or Windows 10 that the operating system even included the drivers for them out of the box.
Some games, like the Mass Effect games, have had gamepad controls modded back in because sufficient code for gamepad compatibility remained in the PC port for the gaps to be filled in by modders. Unfortunately it doesn't seem that Knights of the Old Republic 1 was one of these, as I can't find a gamepad mod for it anywhere.

With Fable TLC my 360 controller runs resonably well when using joytokey tho...
