The only thing they've even hinted at possibly making DLC, as of now, are more GT characters that a vocal part of the Dragon Ball fanbase wanted. Granted, without a confirmed roster people wouldn't know exactly what to ask for (since all we have is that data mined list). Hopefully the livestream event on December 4th will give us that.

If anybody has a bigger character shield than Goku, it would be Broly.

I'm honestly not a fan of most of the villains in DBZ movies. Aside from Cooler and to a lesser extent Broly, I don't particularly think most of the movies are that great. Having a story-based quest to deal with a lot of these enemies, similar to how Baby Vegeta seems to be getting handled, would be ideal in my opinion.

He's essentially what Goku would have been had Goku not bumped his head as a child. There is no actual blood relation between the two. One dub did claim that Turles is Goku's long lost twin, but that's not a widely-held belief.
