How do you get Blue Hurricane?

Is it from Ginyu (even though he doesn't use the move) or is it a random PQ drop?

I forget the PQ it's from but I got it for attacking burter.

It's a PQ drop. Go to the PQ selection screen and hit right --> it will show you what possible rewards they drop.

You can see what's in each PQ by pressing right when you're on the selection screen, it lists them all there nice and neat, greys out ones you've already gotten.

I understand you get it from the PQ10 but HOW do you get it? do I have to punch him to death use a Ki attack or Ultimate or does that even matter also do I have to defeat them in a certain order or just kill whomever? I have done this mission 43 times in a row and I still don't have it does the RNG just hate me that much?

You just have to defeat Burter at that PQ, if it doesn't appear this message after you defeat Burter:"You got skill", retry. And there's 2 skills of Burter to be earn at that PQ.

Yeah that takes me to here as well; fortunately it is pretty simple to get blue hurricane, you just need to try harder to kill the chump mobs in #10.
