I switched from Goku to Frieza, did one mission and Beerus popped up. I instantly switched to Beerus
Note:
He only teaches you 3 moves while other masters (from what I can tell, haven't done all of them yet) teach you 4.
This took me a while to discover this, but here's what you have to do...
Step 1 - Finish Goku's Training. Requires a minimum level of 70.
Step 2 - CONTINUE training with Goku until he asks you to spar.
Step 3 - Complete the sparring with Goku.
THEN, you have a chance for Beerus to show up. I had to spar with Goku like 3 times before he finally appeared, so I'd recommend keeping Goku as your mentor until you finally see him.
I know this works, because after I got him to appear the first time, I've seen him like 2 or 3 more times around Toki Toki.
To be fair, Beerus' moves are not as great as you expect. The first move he teaches you is Headshot, which is a strike based evasion move. The next move he teaches is that finger beam thing, which I RARELY managed to hit people with, and when I do, it's damage isn't as great compared to Perfect Shot or Death Beam. Both of which have continuous damage output.
His only good move is his Sphere of Destruction, because if you're lucky it will damage enemies near you even while it's being charged up.
