ki charge is a skill i believe.

It's a skill. There's one for stamina and one for ki.

For offline, disconnect from the internet between title screen and tokitoki city.

Ki charge is done by hitting opponents with basic normal attacks.
You can also buy the ki charge skill and equip and to your skill list, doesn't matter which is on a controller or on the PC bindings.
Try to learn more of the game really, it's one of the noobest questions.

It's a Super skill, you have to buy it at the skills shop.

The servers are "up", but that hardly means a thing. It's a gamble as to whether or not you can connect. I tried playing with my friend just now, and he connected first try, wheras i could not connect over a course of 10 minutes of trying. He could still invite me via steamworks into his matches though. How that works is beyond me.

There's a problem with the servers beyond just simple connectivity or i would have issues connecting directly to my friend's matches verses the MP lobby.. Which I don't. So .. Blech.

Ki Charge is a reinforcement type of Super Skill, and there are three variations of it: Ki Charge, Full Power Charge, and Maximum Charge.

Each of them vary by speed and how much time you take before you start or end use of them.
