Super Saiyan levels....
Is this still limited by characters or are all the transformations available to be performed in game similar to how the Budokai games did them?

Custom characters can use SSJ/SV 1+2 only. Characters like Goku can have SSJ on one version, then SSJ3 on another.

You cannot use a story character and go SSJ, then SSJ2, and so on with that same variant...you'll need to return to character select and find the version with the needed transformation. In Tenkaichi or Budokai I think people had access to every form without needing to choose a different version of them.

You misunderstood the OP. He's asking whether or not there are active transformations while in combat, rather than separate characters for Goku, SSJ Goku, SSJ2 Goku, etc. like Budokai Tenkaichi.

The answer is Xenoverse is just like Budokai 1-3. You can transform in combat from base form to super saiyan with a custom character or one of the moves from the show. Transformations take up an ultimate slot and you only have two, so technically you could slot both SSJ1 and SSJ2, although it would be to your disadvantage.

Only Goku can go SSJ3 with one of his variants and SSJ4 as well as SSJG and SSJB are separate characters instead of transformations.

Would you say that all the transformations carry weight in terms of the progression in power? Kinda one of my biggest problems with DBZ games...too many lesser characters means that you get fights like SS4 goku versus krillen and you can still lose as SS4 Goku lol. I realize this is an inevitability of course....but I guess I'm just trying to see if each transformations feels truly like your at that level of power (perhaps even more energy to shoot ki blasts, kamehamehas, ect)

SSJ transformations have unlimited KI, which is very inaccurate to the manga & anime. But you can easily lose as SSJ2 Teen Gohan against a CaC because he's not particularly strong like in Tenkaichi 3. Also even SSJ3 Kid GT Goku is neutered.

When you use SSGSS Goku you can see it in his melee damage, not much on ki based super/ult.

The enemy AI spams supers very often at higher quests and it won't matter whether you use SSJ2 Vegeta or Broly. If you play pvp your skill matters more (and I've read ppl cheat in that mode).

Also SSJ4 Goku has a crazy melee combo and great damage. I only have him unlocked on the PS3 version tho.

Transformations are definitely a power up, but not in the same way they are in the show. As the poster above indicated, for CaC, its ulimited ki as well as a minimal boost to melee damage or ki damage depending on which transformation you use (SSJ or Super Vegeta).

As far as power disparity, depends on the saga. Base form Goku in the Buu Saga, for example, could wreck base from Goku in the Saiyan Saga. SSJ4 isn't a transformation but rather a separate character, however Goku, Vegeta, and Gogeta are very strong.

They won't necessarily match up to a CaC, but they definitely will destroy any of the characters from the show.

The easiest way to answer your question is CaC is the most powerful character, but overall Krillin or a saibaman cannot defeat SSJ1 Goku.

Ahhh...so is it viable to play with just the show characters? CaC feels almost like cheating with unlimited ki to be honest.

Online (PvP)? No, but depends on other player's lvl+skills+zsoul & whether they cheat
Online/offline(PvE)? Yes

I beat many missions in the PS3 version with SSJ4 Goku. Just find someone you're good with and learn their melee strings. You'll still want to use a SSJ for later PQs because the AI WILL spam moves like Super Kameha or whatever. Also some enemies have super armor & don't flinch from punches right away.

For solo play, outside of the story missions and a few PQs (Non-story side quests, where most of the game's content is.) where you have to use your CaC, it is perfectly fine to use story characters. You want to look at their movesets. If your only super is the wildly inaccurate ki barrage you may want to look elsewhere, but still almost every story character is viable. They level with your CAC, have their own skills, and Goku and Vegeta have like a dozen alts. Any PQs ran as a story character will add their filthy lucre to your CaC progress so you will not hurt yourself using story characters.

Except Hercule. Filthy Saiyan activists continue to slander Earth's Mightiest Hero, the hero who defeated Cell and Buu and saved Earth countless times, by making him a joke.

Xenoverse is... unique. The best way to think of it is a hybrid MMORPG/Monster Hunter-ish game mixed with a fighter. Don't get me wrong, the core combat is extremely good. Definitely to rival BT3 if not come out ahead, but that sort of RPG design kills all the ridiculous nerdy levels of simulation you had in BT3. SSJ1 and 2 Goku/Gohan whatever aren't really seperate characters who you can transform into. Anyone with an SSJ skill is just going to invoke the standard SSJ buff: infinite ki for a brief period and the story characters will visually transform as appropriate.

To make this work, story and PQ enemies that need to be SSJ will have that buff on constantly. It's a kludge, it means there is no fancy fiddly stuff only the most extreme nerds would care about like starting as Gohan and going up and down SSJ during the fight like you could in BT3, different "characters" and all. That doesn't happen here. It's a shame. The most extreme simulationist aspects of BT3 are gone, but I think you'll still have fun with it.

EDIT: That's not 100% true all the time. I think SSG Goku and Broly are in red hair/max roid rage mode all the time. Don't even think they get a SSJ power.

lol roid rage mode....anyways I decided to grab it while it's relatively inexpensive now. Hopefully the base game will surfice...didn't want to spend for the deluxe version (not sure if the DLC effectively splits the community or not)

The DLC was $6 at GameStop in NA, not sure if that price has expired yet.
