Just in case you're unaware, to move items around your inventory:
1. Open the inventory.
2. Drag the cursor on top of the item you want to move.
3. Press the Jump button.
4. Drag it to where you want to place it (if it's where another item is, the items will swap places).
5. Press the Jump button.
Hope this helped.
I wouldn't agree with an "Equip arrows" method, as what I enjoy is that this emulates the character reaching into their pack, and grabbing whichever arrow is nearest to them.
Prioritizing arrows in your backpack is a good emulation of just putting arrows in a place where you'd most easily access them.
Keep on the hush hush.
