Just how does Quick Cast & Quick Swap actually work?

I would like to think I am not dumb but for all my attempts and all my googling, I cannot seem to get anything to happen when assigning spells to quick swap or quick cast.

Just how do you actually quick swap? I know I can cycle through spells by LT+Y but the quick swap UI looks like it has some directional input (yes I have assigned different spells there). I have tried everything I can think of but can't get it to work. The in game text is clearly not enough.

To be honest I think this is quite poorly conveyed to the player by the game.

So I set 4 spells to the up/down/left&right/neutral positions. Now what? What do I press?

I think it's hold the movement direction and press your cast key.

Unfortunately I've tried this and it still doesn't seem to work. I've tried pressing cast and move at the same time, cast and then move, move and then cast. Nothing :/

And to Archon's comment, I have the option enabled. Or at least it has the little red circle on it which I assume means it's enabled.

I tried to make it easy by having one type of spell set to left & right, and another to down but I dunno. Is it just broken right now?
