But hothouses work during the storm?
Hunter's Hut, Hunter's Hangar's and Hothouses all close down during the storm.
You should remove all workers from these buildings during the storm because even though the building isn't working, they still go into the building and wait the workday out. Which means they're sitting in below freezing temperatures. If you remove them from working they'll go home to their nice warm tents (or houses).
Keep in mind that distance matters in Frostpunk. Each person has a little temperature gauge that measures how long they're in the cold, so even though they may walk only for a tiny bit to a distant building outside of the heatzone, that will still have a tiny effect of increasing sickness. You won't notice this effect while you're playing, it only may become important if your city is particularly badly planned.

My experience seems to tell me that they don't need heat unless you plan on having the workers sit in the hut (which should never happen or at least can be avoided by removing them from the job or turning off the building while upgrading).
My hunters got sick because I had upgraded the hut to a hangar without removing them from the job or turning it off. When the hangar upgrade was complete, it was too late to start the hunt and they all just sat in the freezing hangar for the remainder of their shift which got them sick.
TLDR: No, you don't need to heat hangars/huts.
