Use the faith or order building for hope. Try to switch back to normal ration rather than soup if you have chosen that law.
Have fighting arena covering all your houses. Same for chapel or guard tower.
Give them enough heat.
It is possible to have none by the end of this event.
First path consists of boosting Hope over time. One useful thing is to wait with Child Shelters until after the Winterhome revelation, because Child Shelters boost hope significantly, but all that will be wasted if you do it before visiting Winterhome. Faith is an easier path to Hope, especially if you go towards Temple and then keep spamming the powerful function it has.
The second path, much riskier and darker, is to ignore the Londoners. They will leave graffiti for you, which you should ignore using the "Words can't hurt us" response. A leader of the Londoners will speak against you, which again you should deal with by choosing "Let him speak, it's his right". When this happens three times, you will get an option which is basically "I've let you speak, now it's my turn". Use this option, and the number of Londoners will drop by ~80% or so, along with a boost to Hope. Once that happens, just spam the Hope raising functions in buildings and you're golden.
This gives you a small hope rise, coupled with hope buildings this adds up and by the last 7 days you can start reducing the number of londoners everyday from passive leaving which equates to 42 ish people leaving in total, always let the event with the person speak out against you that will eventually lower londoners by 80% ish then its plain sailing.
Just keep building Discontent and dropping it also hitting the building thats produce hope
If you mean quelling the rebellion each time they speak up. Faith Keepers will do this but it comes at the cost of people getting hurt and discontent rising. This shuts down their propaganda but the higher discontent will push people too them.
