Suggestion: Workers turn off Heaters when they leave work and back on again when work starts
At the moment the player to manually do this and when the city will get quite large this will become a tedious task or on the other hand you forget to do this or forget to turn it back on and workers start getting sick. If the player is meant to manage this, then how about at least have a window that lists all buildings with heaters and we can check ones we want to apply 'Turn off /on Heaters'. Perhaps in time this wont be a worry because of excess coal? but in the early part of the game turning them off when buildings are closed for the night helps conserve power.

They do it automatically ... heaters only work when the building is staffed, not after hours.

Then why does the switches still show they are on? i will have to double check again but i was sure they werent in off position.

Check your economy tab, it will show you whether they're using coal or not at that particular moment. Check it at night, and assuming you're not running an emergency shift, you should see they aren't consuming anything, even if they're in the "on" position.

Ah okay. That is a little confusing at the onset, i didnt think to check coal use. I dont use that Economy tab enough me thinks. It would be good though, if the switch was auto-turned off just to save confusion. Other players might be thinking they need to manually turn them off to save coal. At least this isnt an issue as i first thought.

It's also in the tooltip text if you put your cursor over the heater icon, it states specifically "while there are people inside". You will also notice that the little temp gauge on the building info screen shows the heater benefit grayed out when there are no people in the building (and it shows a lower temp) then it colors back up when they are and the temp raises when the workday starts and workers arrive.

Use the Heat Map - you can quickly & easily tell which buildings are being heated and can quickly and easily turn Heaters on/off from that screen without having to click on each building individually.
