EDIT: to save anyone else a click, no MCD for Switch but you can email them your Switch purchase receipt for a DRM free copy of MCD for PC
Link: https://superhotgame.com/mcd-faq/
Additionally, if such users do NOT qualify (which I would entirely understand), how could they go about purchasing a qualifying copy on Steam, since Steam doesn't allow adding a duplicate copy of the same game on the same account?

If a copy of SUPERHOT was purchased on the other Steam account and 've been sent to my account via Steam gift (not the activation code), then technically i haven't bought it. To be clear, there isn't any entry in my "purchasing history" in Steam for the original game.
It is acquired not through a giveaway and has been paid for - the only snag that my account personally got it for free.
So the question is: is my steam account eligible for a free copy of the MCD in these circumstances?
P.S. I am totally supporting the idea that friend whom i got SUPERHOT from is a fantastic human being, as well as SUPREHOT team, and willing to gift the original game to some of my other friends just for the sake of spreading the system.
Yes, those copies are eligible.

Do notice that on some platforms it might be delayed up to 7 days. It's out of our hands.
To check if it’s there, please go to the store page and check if it shows as owned on the store page. You might also need to close your platform’s client and reopen it for the page to update. Do check your library too.
