That is completely irrelevant. Honkai is made by a different company.
Many gacha games that have a Steam version DO have cross-save.
Shadowverse, made and published by Cygames, had cross-save.

i hope this game is crossave compatible i dont want to have to start a new save at all

If there is it will probably be among the English versions. Pretty sure those who play the Japanese version will have to start over once English releases.

they might have the steam login on the main screen before you get to the start screen of the game so i hope if i start the game on my phone i can login to my steam account at the same time

Most mobile game ports allow you to log in with whatever account you want when you launch them, the ones that force a steam-exclusive login are thankfully rare (since the latter is actually more work than just using whatever client system they already have for mobile anyways).
