I guess it would be possible to replace the sprite of the modded character with Wendy and you and everybody playing wendy would look like that character.
Unfortunately replacing a sprite isn't as easy as just naming it wendy.

It would be more worthwhile to learn it yourself, I can do it for you but it will likely take a very long time as I don't even know how to mod DST and am busy on other projects.
Edit: The tutorials posted above are a great starting point. It only takes about a week to become proficient and after that your experience will grow pretty quickly.
Finding the appropriate resources is the hardest part.
On top of that, reskins that well, actually you know, support all character skins, including the paid ones, well...you gotta pay a lot of effort into that, no one will do that for free, let alone keep up with updates that add new ones. People already take paid skins and make into their derivative works without permission, on top of asking money when making work with conflicting copyrights, and adding something that has to be updated 24/7 is going to put a lot of pressure unless they are dedicated, but when a job is paying way more, I doubt anyone would do it for free.
As for other thing that I noticed right now, is that Wortox Halloween skin doesn't work with anything that changes his upper body - it's empty space, like certain mod characters do.
