When it comes to modding, you will need to know the lua scripting language, most if not all mods for DS and DST are written using lua scripts, and of course you will need to have some knowledge of drawing, to create the assets, but this of course comes down to the kind of mod you want to make/maintain.
Knowing coding is helpful but even if you don't know what you are doing good chances you can still modify lots of values. I would just suggest diving in and learning as you go!
The only notable things is Klei has been recently removing code (that they no longer use but mods do) so even if you do make a mod good chances Klei will remove code your mod needed which will break it, potentially permanently.
