I don't know about DS, that's the thing.
Also you can mod the PC version, if that's a thing you're into.
I suppose it's more apparent for polygon-based games, but for sprite-based games, which constitutes a significant chunk of what I play, it's less of an issue.
Or alternatively, it could be a fake 60 FPS, like the game Zwei: Ilvard Insurrection uses (although that was done by a different publisher). In that game, the programmer fudged 60 FPS by having the game duplicate it's 30 FPS.
So with that fudging in place, FPS counters, like the ones you cited, report that you are getting 60 FPS, even though you are only actually getting 30 FPS.
To be clear: I'm not sure that Gurumin is doing the same thing. I don't know either way if it is or not.
But my point in this post is: just because FPS counters list 60 FPS, that doesn't necessarily mean that you are truly getting 60 FPS. In cases like the one I just described, you are getting 30 FPS which is nevertheless misrepresented by your FPS counters as being 60 FPS, even though it really isn't.
