Unicorn Hat
Anyone know the spawn rate on rare hats? I'm looking for the unicorn hat, I saw one once and I got a head shot on accident and missed the hat, and now I'm trying to farm for the hat on the same stage where I saw it the first time, but I've replayed the stage at least 20 times leaving the guy who calls the Royalist Grunts so I can farm the appropriate mob. Am I just having bad luck?

Seen it a few times on Her Majesty's Secret Birdie. Had one run with 2 Unicorn hats and a Fez.

IMHO the "No Stone Unturned" mission is the best for farmimg rare royalist grunt hats. I got a lot of them, maybe all, in one longer farming run, including the unicorn hat (take a look at my SWH screenshots). I don't know about the actual spawn rate, though. I'm not even sure if the rate is the same for all the rare hats. Sometimes it looks as if that's not the case. But impressions regarding randomness are always tricky ... :))

I don't think you have to leave anybody to call the grunts. Once the appropriate alarm level is triggered the reinforcements keep on coming in more or less regular intervalls. You just have to make sure you're in a good spot (escape pod open and in reach within one turn) and adequately prepared to handle them in time (which usually means high level characters, good equipment like speed boots, and high tier weapons, if possible at least one that pierces enemies). In my experience it only takes one or two longer farming sessions to collect all the rare hats of one enemy class.
