So don't buy on steam if you want adult?

I am confuused is there no way to unlock the adult content if you buy through steam or is there a patch like most dult games like this on steam have done and provided?

Let's restrict discussion about this to eden*'s topic. It makes no sense to repeat the same things twice.

First, they are different companies. Second, they use different engines. This, eden/ and many others do NOT use RenPy, like a majority of the games that have patches to add the content back, if not all of them. For this game in particular, the engine is so complex that it is NOT that easy to just make a patch, without providing the reverse engineered code for it, which they can't just release to the public. If it was an official patch through Steam, which would NEVER happen at this point, then, they could do it. The closest you can get now is to just buy the adult version on Manga Gamer's website and get the Steam key, download the Steam version and adult version, then copy the adult version over the Steam version. Even then, you can't use Steam features with it or, if you do, you can get reported for it, for screenshots and the like, if they contain the adult content that was removed from the Steam version. There is also no guarantee it will even run like that, since I haven't tried. Also, if it is anything like the patch for the original Dengeki Stryker adult version, the H-Scenes would cost at least $10, which they can't distribute through Steam in the first place.

Mangagamer do not provide patches, they've said they wont on their own forums. And the r18 versions are more expensive than the all-ages version so they'd be giving away content people paid more for, for free. Which is nonsense. Jast have done the same thing with Littlewitch.
So if you want the adult content in this, just like in Eden, or Princess Evangile, buy them from Mangagamer themselves and get a steam key for the all-ages version included.
